Almost certainly. The refill station only needs to be connected to the workshop air system; it needs no electricity.

The refill station has a CE declaration of conformity and a TMT fire safety certificate (EXON 26 TMT 1013). It runs without electricity, purely on compressed air, so refilling adds no extra risk in the workshop. The brake cleaner is just as flammable as in a conventional spray can: the usual rules apply to storing and using it.
